Blue Ribbon commissions jumped all over the recovery offering plan after plan. Each contained its nuggets of truth and understanding. Each in turn ignited opposition and disbelief.

Nearly two years after the storm the real plan is to have no plan at all. Count on it. This is the plan. There are a few problems with such a non-plan, read on to discover for yourself. Mayor Nagin proclaimed the Blakely Plan the official plan used to leverage more state and federal funding but other than that it had no support.

Update 2010: Blakely is long gone and it's official as it is going to get. We are sticking with the "No plan" plan. The predicted "Jack-O-Lantern" effect of mixed blight and recovery is clearly observable throughout the city. Flood protection is back in the hands of the Corps, coastal erosion continues unabated, and care remains forgotten in the "City of Misrule" so aptly named by HBO's Treme writers.
