Year 3 started August 30, 2007 with the city's flood protection unchanged. Coastal erosion is continuing unabated, the levees still have gaps especially across the westbank and the pumps are barely functioning. Crime is up, and the Justice System is dysfunctional. Schools are still under going massive reorganization and have yet to show much promise of being better. The economy is weak and the most promising citizens continue to move away.
