Unlike flamboyant and controversial Governors of the past her leadership is slow and measured. There have been no major scandals but her actions in the wake of Katrina were less than inspiring. Posse comitatus, the Road Home program, slow to take a stand on oil and gas severance
taxes and unwilling to take any position on repopulating the low lying areas of New
Orleans she has consistently demonstrated a very cautious approach. Once she takes a position she acts with
determination
to
see it through.
The Louisiana Recovery Authority was the result of her
efforts to put together a recovery plan. This group took the lead in managing CDBG funds allocated by the feds to rebuild the area and contracted with ICF to distribute the money.
She announced she would not run for reelection shortly before it emerged that the CDBG funding would fall far short of the Road Home's needs.
I comment here and elsewhere, learning from experience is a good
sign of mental health but it is generally the most expensive way to
learn. Learning from history is more efficient.
