The only part of Carrollton included in the highly gerrymandered 2nd Congressional District, this is the historically predominantly African-American part of Carrollton along the riverfront has been known since the mid 20th century as "Black Pearl".  A possible location of the legendary House of the Rising Sun was here. Mahalia Jackson was from the Black Pearl section of Carrollton. But that is the past. Today the Black Pearl is 55% white, much like nearby East Carrollton and Audubon neighborhoods.

Close to the river, the Black Pearl remained high and dry during and after Katrina. The Black Pearl is literally on the opposite (wrong) side of the New Orleans and Carrollton Railroad (the streetcar) tracks from the rest of Carrollton. Across the levee, on the batture you'll find the modern three story government offices occupied by the U.S. Army Corps of Engineers.

At the junction of Broadway and Leake Avenue (River Road) lies the location that used to be the Uptown Square shopping center. It is now occupied by Lambeth House. These high end senior condos start at $300k with $1-3k monthly fees.
