Inaccessible call center - people trying to call in for benefits reported hours long waits to get through. The Internet site was much better.

Impenetrable process - Was I denied? Now I have to apply to SBA so I can come back for FEMA grants. SBA is swamped. SBA got back to me promptly because I failed to get my wife's signature on one of the pages. Unfortunately I haven't heard from them since. I did have a nice call from the Dept. of Homeland Security in November to survey my experience. Still waiting.

Random payments - Too many people reported they though they had been turned down but then got paid. Some got $2000, some $4300, some even more.
