The Orleans Avenue Canal which runs the length of City Park on the western side, is not sealed off from the lake and it did not breach. It was overtopped in a 200 foot section where the floodwall construction was incomplete ( a curious oversight). That oversight may have saved a major breach. It contributed to flooding the city at the peak of the storm but sealed off quickly.
