Security in the city

Did Blanco impede the deployment of federal troops by refusing to federalize the chain of command? Or did the feds just take their own sweet time?

Does anybody expect us to believe that the feds didn't respond because the proper forms weren't filled out in the proper way with the appropriate lead times? Or that FEMA just failed in its mission because Michael Brown wanted his nails done?  Does the state believe its concern about Posse Comitatus was a valid reason to let people die?

Were National Guard troops in Iraq rather than Algiers? Do the Governor and the President really communicate so poorly during an emergency. Is the President so unconcerned and uninformed?

Did the police desertions tip the scales?

Did the unwillingness to setup relief stations distributing food and water inside the city cause more or less mayhem? Was the evacuation and resistance to let people return to unflooded areas necessary or desirable? Didn't this delay the return of stability?

Just who were all the looters? Carjackers? Scumbags? Aren't they really the bad guys in this situation? Are they still here? Where are all those plasma TV's, Nike shoes, and Escalades?

Does taking food and diapers from a grocery store constitute looting? Medicine from a drugstore? Clothing from a department store? Building supplies from a home depot. Jewelery from a mall? Money from an ATM?
