The Governor's Louisiana Recovery Authority and the Mayor's Bring New
Orleans Back Commission clearly had overlapping goals. The existence
of two different groups to do essentially the same thing is just
another example of the fractured nature of politics in Louisiana.
The Mayor and the Governor don't get along!
While Norman Francis, head of the LRA, has made overtures to the BNOB to
combine forces, what would really make the most sense would be for the two organizations to merge so that a single
voice could be heard.
It never happened and the BNOB delivered its final report in February then disbanded. At
first there was an outcry against the land use measures they
recommended. This subsided when Nagin said he'd support all the
recommendations except land use. Subsequently Nagin has ignored the
entire report.
The LRA is now the leading recovery authority in the area.
