Home to a large Vietnamese community (37% of the pre-K population was
Asian) this area is one of the most at risk in the area. Sinking land
and exposure to open water to the north and south add to the quality of
life but add risk.
A remarkable story is not being followed as this area has recovered quickly after the storm.
One controversy threatened to derail this entire area. New Orleans and Waste Management needed another dumping site to get rid of construction debris. The old Chef Menteur Landfill was only about two miles from the settlement but the Mayor used his emergency powers to reopen the site over the protests of Father Nguyen and much of the community. The Vietnamese community argued that the waste would be an eysore and a toxic problem for their community and the nearby Bayou Sauvage National Wildlife Reserve (wetlands). The landfill operated until August 14 when the Mayor closed it. Waste Management appealed in court but immediately lost. Now will the 8 months of accumulated debris have to be relocated?
