open - was the St. Thomas Project but was demolished in 2002 and rebuilt in 2004 as a mixed income development named River Garden by Pres Kabakoff. Regarded as a major success by some, there was significant controversy when residents of St. Thomas were driven out of their homes so demolition could proceed.

Originally built in 1937 and expanded in 1952 to 1610 units as an all white housing project, it was desegregated in the 1960's, and purged of middle income families. Therafter it resegregated itself as an all black settlement as remaining whites fled the city.

River Garden is next to the WalMart that was looted and featured on national TV after Katrina.
