FEMA by law can't spend its money on permanent fixes, only temporary.
Of the $100 billion allocated only $15 billion has been spent so far on
hurricane recovery so far. Of this amount FEMA took 25% for its own
operations. Lets see $3.75 billion for FEMA, $6.5 billion for trailers
leaves 4.75 billion.
