The French Quarter and the CBD were not flooded by the storm. Although fewer than 6,000 people live in this area, it is the heart of the city. Improvements to this area will pay off. The vision in the plan is pretty strong.

Divide the district into distinct areas focused on music, food, culture, business, health care,  conventions, theater, and art.

Make it walkable, with more streetcars, more parks, improved lighting and cleanliness, more parking, external transit links - Why not go all the way and seal the district from most automotive traffic except in designated corridors. Park on the periphery and ride free local transit to your destination.

New residential housing throughout the district makes sense. With 4,000 new housing units the population of the district could triple.
