From the BWCooper Housing Project to the Garden District, District 2 is about diversity. H3 is doing the planning work for these guys, and it is one tough assignment.
Outside the basic city planning ciiteria District 2 has some needs that we see repeated throughout the city. They want flood protection, schools, police, health care, senior care, libraries and recreation. Housing needs to avoid the dreaded "Jack-o-lantern" with the "eyes on the park" approach being favored here too.
District 2 recognizes it is made of 6 distinct neighborhoods and wants autonimity for each. Schools, health care, police, etc. One of these neighborhoods flooded heavily and contains a public housing project (slated for tear down). UNOP needs to move people out of this area.
Central City may present the biggest challenge in District 2. High crime, low income, not much to do, mostly black. Sounds familiar, doesn't it?
District 2 also contains the Garden District one of the older and richer parts of the city and of course untouched by the flooding.
