The simple answer is yes, and not if but when. It is all about risk and the capacity to manage risk. The insurance industry has a vested interest, even a fiduciary responsibility to know, not guess, the answer to this question. Catastrophe studies involving stochastic (probability based) models give some answers that have nothing to do with culture, votes and fond hopes. The emerging answers are not comforting.
