The internal Police Investigation

So how did the Police determine after the event that the cops performed their duty in a satisfactory manner? Did they investigate or did they cover up?

The emerging details about the investigation are pretty scanty. The cops interviewed the cops, but failed to interview any of the victims.

The effort to collect physical evidence was limited. One copy went back to the scene looking for guns and found a .357 magnum at the scene (how likely is that? do you think a gun would just sit untouched on a city street for days. No one seemed interested in looking for shell casings. Perhaps only revolvers were fired?

One newspaper editorialist asks about the investigation. If the cops were trying to execute a cover up that is disturbing, but if the cops are just poor investigators, that could be even more disturbing.

Hey guys, there was a storm. It was chaotic. Time passed. Now we are back to something approaching normal, but we shouldn't think this calm prevailed after the storm. I would like to know what happened but may never be satisfied. As we can now see the zeal with which the case was prosecuted, both at the state and federal level, has made a bad situation worse.
