In April 2008 the Corps announced that they had discovered the Jefferson and St. Charles Parish HPS (Lakefront) levees could fail in a 100 year storm. A new computer model predicted a failure mode the Corps labeled "twist."
The levees in question had benn built on top of a stabilizing fabric blanket that is not wide enough to prevent failure in the event of a 100 year storm.
The options are remove and rebuild the levee on a wider material base, add a large breakwater, or enlarge the levee. All these options sound horribly expensive along this 20 mile stretch which survived Katrina.
