In his first official announcement, Edouard Quatrevaux, the city's new inspector general, said last week  (September 14, 2009) that he has set up a contract-monitoring unit to help prevent fraud in city contracts. The four-member team will examine contract solicitations before they are issued and scrutinize bidders to make sure they have clean records and can do the job, he said.
