Race is the number one reason the other parishes won't
cooperate with Orleans. Something obvious like establishing a light rail system raises all sorts of racially focused issues.
Of course if New Orleans was re-incorporated to include the entire MSA
(Metropolitan Statistical Area) it would become a majority white city
for the next 35 years. This would be totally unacceptable to the
politicians who now control the city. And it would be unacceptable to
the politicians who hold an absolute mandate in the surrounding
parishes.
Most talk about regional cooperation centers on a consolidated Crime
Lab for the area police departments and a consolidated Regional Transit
Authority. So far it's all talk. The state would have to
intervene constitutionally to allow a multi-parish incorporation of the
metro area to become a reality.
