In September 2006, after the first 100 days of his second term Mayor Ray Nagin released a status report entitled One New Orleans, A Culture of Opportunity. It shows how he is using the efforts of Tom Watson, Judith Wilson, Rob Couhig, Virginia Boulet, Frank Davis III and Richard Ieyoub along with his regular staff :
  • Sanitation /Debris/ Public Works - noting once a week garbage pickup and substantially complete vehicle removal, other improvements planned
  • Housing - Detailed and Unified planning to be complete by end of 2006,  trying to get 2,400 public housing units opened, removed permitting obstructions to modular construction, progress on getting abandoned houses back in the market, started notifying owners to cleanup or else, Journey Home (Houston) and Welcome Home Centers (N.O.)
  • Crime - Police/DA/Courts cooperation, contract ADAs, evidence restoration, prison courthouse and office renovations
  • Finances - Bond rating improvement, utilities takeover options due in October
  • Healthcare - Comprehensive Health Care Plan (?)
Nagin promised more transparency by reporting progress on the city's website and noted progress in working with FEMA. He plans to appoint a Recovery Director (NORA) in his administration.
