The geography has made its first major claim on the city. Do you believe that nature is finished? The low parts of Orleans parish got wet. A few areas like the West Bank, Metairie and Kenner escaped flooding. We now have to decide how and what to rebuild in the affected areas and what if anything we can do to protect the rest. If we decide to rebuild there are requirements that must be addressed or we are doomed to repeat.
