A major weakness of the Baker Bill is that it rewards the uninsured at
the expense of those whose bought and will buy insurance. As an
alternative consider:
- Offer to buy the property of any New Orleans resident for
60% of the preK value adjusted for any insurance payments paid and any
repairs completed, up to $500 thousand.
- If the resident purchases a
replacement residence in the New Orleans metro area above the flood
plain within 12 months pay an additional 10% of the adjusted preK value.
- Just to be clear: the offer applies whether the resident had
any insurance or not and whether they received an insurance
settlement or not.
- Any purchase would require agreement by the resident and any mortgage holder.
- Pay
/ freeze flood insurance premiums at preK levels for existing insured
and anyone who makes a purchase under this plan in areas above the flood plain for 10
years.
- Use CDBG money to help people rebuild in the highest areas of New
Orleans, not the back swamp. If they want to build out in the swamp, even on elevated platforms,
they are on their own.
Include a release from lawsuits as a condition of
acceptance. This would take the lawyers out of the equation.
Use unspent charatible relief (Red Cross, Presidents,etc) to help
people on a case-by-case basis if these provisions are lacking.
