Civic activism continues at an all time high with an imaginative campaign was initiated by Virginia Boulet and Dr. Laney Chouest of New Orleans.and funded by the Schouest family.

The idea centers around the degree of control that New Mexico senators exert over tha allocation of OCS royalties to Louisiana. Sen Bingaman - R New Mexico has repeatedly repulsed attempts by Louisiana's delegation to obtain a share of the OCS severance.

Congressmen and Senators have proven to be unwilling to accept input from outside their state (voting base). So Schouest came up with the idea of soliciting the citizens of New Mexico directly. He has organized a letter writing campaign from citizens of Louisiana to citizens of New Mexico. Each letter explains the situation and asks for the New Mexicans to write to their Senators and Congressmen directly.

He has been taking full page ads in the Times Picayune to get the program started. He uses a website to disseminate information and provide lists of names and addresses to interested participants. He plans to run TV and print ads in New Mexico when the number begin to build. He is hoping for 100,000 letters to New Mexico's congressional delegation and believes this will provide the proper impetus for action.
