How are we doing with the major recommendations of the 911 commission?


Members of the group gave the administration a D+ in December 2005. Their report card listed 41 recommendations. Two were reported as incomplete. The Average GPA on the remaining 39 was a 1.79, between a D+ and  C-. The Administration would be facing academic suspension in most American Universities for this type of performance.In the three major areas of the report the breakdown was: 1) Homeland Security D+ 2) Intelligence C- 3) Foreign Policy C


Stellar performance was reported in terrorist financing. Organizational moves like the Department of Homeland Security and Director of National Intelligence appointments earned B's.

Failure was assigned to detention standards, unclassified top-line intelligence budget, and airline passenger pre-screening.

Summarizing all the recommendations:

    • Identify prioritize terrorist sanctuaries, keep terrorists on the run - B 
    • Support Musharraf and Pakistan with long term commitment - C+ 
    • Make long term commitment to Afghanistan - B 
    • Confront problems in US Saudi Relations openly - D 
    • Define the message the US stands for eg moral leadership, treat people humanely, abide by rule of law, be generous and caring to our neighbors - C 
    • Take a stand for a better future. Shun short term gains from cooperating with brutal, repressive dictators 
    • Defend our ideals abroad vigorously
    •             TV and radio - B
    •             Scholarship, exchange and library programs  - D 
    • International Youth Opportunity Fund to build schools in Muslim countries - D 
    • Promote economic policies that encourage development, more open societies and opportunities for people to improve their lives - B+ 
    • Develop comprehensive coalition strategy against Islamist terrorism. - C 
    • Develop coalition approach to humane detention of terrorists - F 
    • Support Proliferation Security Initiative and Cooperative Threat Reduction efforts to reduce nuclear proliferation and help Russia control its WMD inventory. Maximum effort to keep WMD out of terrorist hands - D 
    • Attack sources of terrorist financing A- 
    • Target terrorist travel, travel facilitators, mobility. - I 
    • Integrate border security with larger internal security system including transportation and access to vital facilities like nuclear plants - D 
    • Implement biometric entry-exit screening - B 
    • Exchange terrorist information with trusted allies - D
    • Federal standards for ID like birth certificates and drivers licenses - B
    • Prioritize security spending, select practical cost effective approaches, develop plan budget and funding including roles for state, local and private stakeholders - F
    • Don’t delay improved no-fly and automatic selectee screening lists - F
