How
are we doing with the major recommendations of the 911 commission?
Members of the group gave the administration a D+ in December 2005.
Their report card listed 41 recommendations. Two were reported as
incomplete. The Average GPA on the remaining 39 was a 1.79, between a
D+ and C-. The Administration would be facing academic suspension
in most American Universities for this type of performance.In the three
major areas of the report the breakdown was: 1) Homeland Security D+ 2)
Intelligence C- 3) Foreign Policy C
Stellar performance was reported in terrorist financing. Organizational
moves like the Department of Homeland Security and Director of National
Intelligence appointments earned B's.
Failure was assigned to detention standards, unclassified top-line intelligence budget, and airline passenger pre-screening.
