Every five or ten years Congress passes a WRDA bill that sets new projects and priorities for the Corps. The WRDA of 2005 is dormant in the Congress after passing in 2006 but failing emerge from conference committee.

Not really a problem since the bill calls for far more projects than could ever be accomplished and is consistently underfunded. So the Corps just makes its own choice of projects and chugs merrily along.

The 2005 version contained language that would have required 3rd party review of projects over $100 million. An effort to improve the prioritization of projects was defeated.

Perhaps the 110th Congress will see fit to move this bill along.
