Discrimination is a survival trait honed over the millenia. Humans have had to be able to distinguish food from poison, prey from predators, friend from foe, mates from mismatches, good from bad.
Choices by their very nature involve discrimination. Regardless, since the 1960's the law of the land says you may not discriminate in many situations based on race and a few other factors. This sets up all kinds of conflicts and subtle resistance behaviors.
It seems over and over again that laws crafted to achieve social engineering purposes always deliver unintended consequences.
