Surveying the damage from Air Force One
FEMA (weak management, unqualified / detached / resigned director,
political appointees in middle management, cell phones, no-bid
contracts, inadequate phone center, hard to understand process,
relationship to SBA, prime contractors, lack of imagination, turning back first responders, delaying entry of first responders)
State Government (failure to act, failure to ask for help, failure to
ask for federal support properly, delay in sending the National Guard,
evacuation order that prevented the provision of services to those
waiting to evacuate)
Local Government (disputes with state government, over-reaction,
underreaction, failure to evacuate soon enough, failure to evacuate
those without cars, flooded busses, police desertions/ looting /
disputes with the mayor, sensationalism, marching citizens into Gretna where they would be turned back at gun point)
Ornery citizens (people who wouldn't leave, people who couldn't leave, criminals, people who shoot at rescuers)
Lack of planning is always a scapegoat, but it seems there were plenty
of studies regarding just what might happen but the follow through that
would provide the major players with their scripts was never fully
implemented.
I recently read there was no delay. It seems that FEMA responded to New
Orleans just as fast as it had responded to Florida after Andrew,
Dennis, ...
